So much trouble to ask a simple question. You can use English here, most of us speak it more or less. And it would be more appropriate, because personally I do not clearly understand from your Russian whether you wish to buy an appartment or just rent it, or both.
As for your question - you cannot buy anything good for 30'000 near Quito. You can buy some cheap shithole, though. "Sur" would be the best place to look for such an appartment if you don't mind living in a "ghetto", indeed.
USA people mostly prefer Cumbaya & Tumbaco - but those places are not cheap.
Norte & Centro-Norte - something like a downtown. Quite cool and modern (however far less spectacular than a downtown of NY for example), but probably not a best place to live. Depends on your taste, however. Definitelly not cheap.
Los Chillos - it's the place where some of the members of this forum live. Pretty much like Cumbaya & Tumbaco, but no Americans here, slightly colder (just 1-2 degrees average), a bit less "civilized" and thus slightly cheaper, but not cheap ether.
I cannot tell anything reliable about other places you mentioned.
