Приватную вечерину - пожалуйста, а вот приглашать всех желающих с улицы в открытую без лицензии - не факт что вам за это ничего не будет.

Почему можно но для этого нужно получить разрешение

These are available to a bona fide partnership, corporation, limited liability company, political or religious organization, or incorporated association (including a recognized subordinate lodge, chapter or other local unit) that is conducting a civic or community enterprise or convention. The permit allows for the sale of alcoholic beverages to the general public, or to the organization's own invited guests for the duration of the event.[/FONT]

А изменение заключается прежде всего в том что за раз, в одни руки более чем 2,5 унций (примерно 30 грамм) крепко содержащего алкоголя напитка, или стакан вина, или пинту пива, не выдадут, ты должен повторно идти и заказывать. Это связано с тем чтобы те кто продает спиртное могли кантролировать твое алкогольное састояние, так-как в Юте все практически ездят на машине, и чтобы избежать, или сократить до минимума "пьяных за рулем", такой закон и был принят
